Dr Lilian Otiso
Lilian Otiso is the Executive Director at LVCT Health, a large Kenyan NGO that carries out research and implements HIV, reproductive health, gender-based violence (GBV) and community health programs reaching over 1 million individuals across Kenya annually. She has managed grants from various donors including USAID, CDC, UK government, UN agencies and various foundations. She is a Medical Doctor with an MBA in Health Care Management with over 15 years’ program management and research experience in government and NGO sectors. She is currently pursuing a Phd in Global Health at the Liverpool School of Tropical Medicine. She is a fellow of the inaugural Obama Foundation Leaders: Africa 2018 program and winner of the Trocaire Oscar Romero award 2021 for protecting vulnerable communities during COVID-19. She is a member of various national and international technical working groups, has contributed to Kenyan and global WHO guidelines and provided technical support for policy development. She has published several peer reviewed articles and documents.

Dr Stephen Mulupi
Dr Stephen Mulupi is an experienced mixed methods’ researcher and health systems analyst. He draws on 13 years of practical research experience on health systems, policy and ethics. He is interested in generating timely evidence for strengthening health systems towards universal health coverage, with a particular focus on linkage between community health systems, and formal healthcare facilities. His doctoral research study investigates the readiness of the Kenyan public health system to respond to chronic respiratory diseases, such as asthma within the devolved government context. The study examines how models for chronic respiratory diseases differ from TB care model in Kenya, and has established important gendered aspects in access, and economic impacts of care. Stephen’s work contributed to policy changes and led to his involvement in the validation of National Asthma Management Guidelines in Kenya and the WHO Technical Expert Meetings on Selection and Prioritization of Non-communicable Primary-care Facility-based Indicators. He was a recipient of a £10,000 pilot grant from the National Institute for Health and Care Research (NIHR) through which he mobilised a national level stakeholders’ workshop on electronic health information systems for community health in Kenya.

Dr. Robinson Karuga- Co-Investigator
Dr. Karuga is a seasoned public health researcher with extensive experience in health systems research and implementation science. He has contributed to multiple studies on community health and policy formulation.
He provides research leadership, ensuring rigorous study design and evidence generation to inform policy and practice.

Nkatha Mutiga- Project Management Lead
Nkatha is a project manager with a wealth of expertise in coordinating multi-partner health programs. She has a strong background in program implementation, stakeholder engagement, and resource management. Her experience spans managing large-scale health initiatives and ensuring compliance with donor and organizational requirements.
Role in SHINE: Nkatha leads the overall implementation of the SHINE Project, overseeing planning, execution, and stakeholder collaboration. She ensures that project activities align with strategic objectives while managing budgets, timelines, and resource allocation to guarantee efficient and impactful delivery.

Victoria Akoth Ochwal- Research Fellow
Victoria has 10 years of experience in qualitative and quantitative research, focusing on Health Systems and Community Health. She is currently pursuing a PhD in Global Health at Liverpool School of Tropical Medicine (LSTM). Her thesis which is embedded within the SHINE study focuses on exploring the Mental Wellbeing implications of digitalization and remuneration among Community Health Workers in Kenya. Victoria is a Professor Allen Foster Fellow (2022) with International Trachoma Initiative (ITI) and Royal Society for Tropical Medicine and Hygiene (RSTMH). She is a grant recipient from Coalition of Research for Neglected Tropical Diseases (CORNTD) administered by African Researchers for Neglected Tropical Diseases (ARNTD). She has published peer reviewed articles and is a reviewer with International Health.
Role in SHINE: She leads research activities, ensuring the translation of study findings into actionable strategies for community health systems.

Linet Okoth-Senior Technical Advisor, Community Health
Linet has a wealth of experience in community health programming, capacity building, and policy development. She has worked on large-scale health interventions across Kenya, focusing on improving community health workforce sustainability.
Role in SHINE: She provides technical guidance on community health strategies, ensuring the integration of mental well-being support for CHPs

Patricia Okoth- Associate Research Officer
Patricia is experienced in public health research, specializing in community-based participatory research methods. She has worked on multiple studies focusing on health worker well-being and service delivery.
Role in SHINE: She supports field research, data collection and analysis, and stakeholder engagement to facilitate evidence-based interventions.
